decode the phpbb captcha

phpbb use a captcha such as this one <[login to view URL]> I want you to write a piece of code that can break this captcha (probably you will use OCR program to do it). I'm expecting an accuracy of > 75% The code needs to be developed for linux and be linkable to my php scripts. This could be done if the code is launchable from the command line for example, "decode [login to view URL]" and it returns the string, then I can let my php script execute it in command line and catch the result so it would be fine. As this is a project requiring a few special skills I will not consider bidders who just write "I can do it". Instead you need to tell a little bit how you will proceed and tell me about your related skills (use of OCR-programs, similar projects, language you will use...). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
