advertiseing site needed.

Ok basicly i need a web site i can advertise advertiseing space on other peoples web sites how it will work. site owners sign up for an acount and supply with site details ie hits per day url site name email address etc and list how much they would ike to earn a month from there advertiseing (i will set the rate but would like to know a rough guide) it gets listed on my site and people who would like to advertise on some ones sites look around the site and sees a site they cazn afford to list on or would like to list on) ( i will earn commision per advertiseing sorted) the site owner will display an individual scrip on there site which i can change adds dynamicly with out doing any thing from an admin section. if they havent got nay one advertiseing on tehre site it will show my site banner. which will need to be made. i will also need like a payment system or some thing so they can choose and pay and a bit that i can know how to pay the site owners there share. i would like the site done in php as my preferance but other languages will be fie if they can match up 2 the job. a customer section will also be needed so the site ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform - Intel Celeron 1.7Ghz Processor - 512mb PC133/DDR SDRAM - Red Hat Linux 7.3 - Apache /1.3.27 - Constant server upgrades - Constant software upgrades - 24x7 Free tech support
