Database project

I need an advertisement database built into my site (my site is built in php) to allow customers to pay per click. There will be two types of clients buying ad space (1) Clients who are members that want to advertise their profile pictures within the site (2) Merchants who want to advertise pictures of their products that will direct traffic off of my site once clicked. Each different advertiser will pay a different fee to advertise from the site using my [login to view URL] account to receive payment. The ads will rotate through out the site and each advertiser will need to be able to have their own link to check the status of their campaigns. Upon signing up to advertise, each advertiser will need to be able to name their campaign and narrow down their audience to whom is able to view their ads ( demographical questions are necessary- age, marrital status, race, past and current employment history, educational background, etc.) The advertisers need to be able to view a comprehinsive graph (much like facebook) in order to track their past and present campaigns. They need to be able to view how many clicks their ads have or had, how much money they have already spent (again much like facebok). I am a very serious business person and on time delivery is a must. This project needs to be completed in no less than 14 days (Weekends and Holidays included) or the winning bidder forfeits their payment. ... I am in search of a reliable programmer and developer that I can rely on whom I can refer my own clients to. I am a motivational speaker and a promoter and come in contact with many different clients in my line of work. My budject is $300 and not negotiable on this project. Under no circumstances will I pay more later in the project. For past providers that I have worked with in the past, I don't mind paying a small percentage up front (20%) based on our history, but for those who I have never worked with, escrow is a must.
