Customized Advertisment Tool

I am not looking for an entire site. Just three things: 1. A simple ad that rolls over site content and requires the visitor to click a banner to close it. I will not be using it! I am offering the tool to other webmasters to use. 2. Therefore, the second thing that I will need is a simple html form where webmasters can personalize the ad for their site. ex. they can change the banner and the destination url. 3. I will need a very simple admin area where I can change a few things. Databases are really not required, yet they might make it easier. I would think javascript would be the best option, but maybe flash would work better (??)
