Classified Website Developer Needed

We need a classified website created. What are the functions of this website? 1. We need to have a backend for users 2. We need to connect users with their phone numbers from our system. (For example, we own 800-888-8888 number, when a user clicks call on a different user, it will connect both numbers with them ONLY seeing the 800-888-8888 phone number. This way it will protect their privacy. If you can create a simple design, and understand how to program such a website, please bid.
