Create HTML Pages out of Report

I have a 19,000 word report written in Microsoft Word. I need someone to divide this up and put it into HTML format in the template I provide.
You will need to:
- Copy and paste 500-600 words at a time from the report into the HTML template I will provide.
- You will need to create a filename, title, meta description, and meta keywords tag for each page.
- Each page should link to the next article in the report.
- An index page should be created with the names of the articles in each one.
- Title tags should include keywords but be a sensible description of the article.
- Body of the articles should be done in Times new roman 12 pt, and a H1 tag at the top of the article should be included.
The minimum amount of articles to create from this work is 30 articles. (separate html pages)
I provide the report and the HTML template to use.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
