Community Website in Wordpress

I am planning to start a community website(parent portal) for multiple indian languages(Hindi, Marathi). Looking to use wordpress mainly, though Joomla and Drupal are also existing in my hosting account plan. High level Requirements : 1. All pages will have Header, Body, and Footer sections. The Header and Footer templates are fairly static. 2. Ability to post news(pics, video links, embedded video, etc) in good medium resolution 3. Multiple language based news/events/gallery/organisations storage and retrieval required, in the same parent portal. Control is via a user setting on the webpage. 4. News Categories planned initially : - Europe, North America, South America, Asia, Africa, Australia. Subcategories should be addable later. (for e.g., India, UK, Germany, France, etc etc) 5. Ability to add event information to the Events table. Location, Title, Map, start/end times, photos, summary, etc to be supported. The added events should be presented in the form of a calendar. 6. When the home page opens, in the middle section of the screen(below the Top banner and the Top Menu) : - the most recent news item from each of the 6 categories should be presented as a clickable item, preferably 2 categories listed each in a row - The image from the recent news item from each category should be shown on the icon of the item at the home page. - when the user clicks the icon, a list should be presented for that particular category. this will be a different page - from the above, if user wants, he will click Back or select any section from the Home Menu. 7. At the bottom of all pages, Footer section to be presented(template required, and almost static content for these). Should be customisable. 8. Media gallery will be used actively in all pages for relevant content. 9. For each news item, there should be auto suggestion for other relevant news items, so user can be encouraged to read more content. 10. Below each news items(when presented in detailed form), 2 icons to be displayed(One for Like, and another for Support). A click on the Like icon should result in incrementing a counter for the item. Also, user should be able to share this news item on facebook, google+. A Click on 'Support' icon should open a form, where user can submit his name, email, contact information, for the portal to process offline. A footnote showing templated Data Confidentiality statute needs to be presented on the form, and also when user submits the information. This received info should be stored in a 'Support' database, and also against the news item. An email should be sent to a notified account, so admin can keep track of these updates. 11. Organisations(Charity,Community,etc) to be presented in a new page when user clicks Organisations tab. 12. Send Enquiry page, to allow user to submit their queries, including their name and contact details. 13. Language selection logic and other sketches are shown in attached photos. Looking to start my portal asap, and expecting practical quotes to start the work.
