Association Website Template Project

We are a small non-profit that works with sports officiating groups. We want to build an association management website template that we can share with small local officiating groups to help them train officials and manage their groups better. We have already purchased plugins that we think will do most of what we want: LearnDash and UserPro. We need help configuring them correctly, make suggestions on additional plugins, making the user interface simple and perhaps some custom modifications if necessary.
Experience with Wordpress templates, websites, plugins and plugin coding is necessary.
The template must have the following capabilities:
1. Roster Management
Name, address, emails, system maintenance, setting levels of user access, importing/exporting rosters
2. Communication
Ability to email, sent out instructional agendas per class, track attendance
3. Training Administration
Testing, assigning members to classrooms, tracking of test scores stored in user profiles
4. Content Management
Storage for association-wide documents, video plays, Q&A, newsletter archive, interpretations communicated
This capability is more custom and is lowest priority. It could be implemented at a later date:
5. Evaluations
Variance levels, customizable, referenceable, archived, sorted by date as well as by each evaluator.
