CSS and Website Design Modification

I need to edit the css of my existing website and also to have the layout/ alignment of contents, icons changed. My existing menu has also got to be regrouped and redo.

All these changes have to be reflected in each page users will access too

The only things that remains unchanged is the logo, the background, the main header design. All other things must look same like [url removed, login to view] ..especially the layout and arrangement of the content and icons.
