Build Joomla template from example site

Project is to create a Joomla web template based on the site at the links below:

This project includes the image rotators (which must be easy to edit and configure by the webmaster), all navigation menu behaviors, live internal search. The sample site has a shopping cart, that is not necessary.

I know that many commercial Joomla templates now include a mobile extension. This template must render on mobile devices in a mobile format.

I have attached a mock-up of the new home page (only). I've also attached some images with arrows pointing to specific things likes link styles and behaviors.

Deliverables: Joomla 1.7 template empty, and site installed and populated with links and locations as shown on the home page mockup of the new site.

Site must be cross-browser compliant and contain no Flash.

You are working as our sub-contractor, buyer shall own all work product outright, and it may not be used or referenced in your portfolio at any time. You work with our buyer only and have no contact with end-client or it's vendors. Deliverables also include all finished files; PHP, HTML, etc. For graphics projects deliverables include the original graphics files, e.g. Photoshop, InDesign, Illustrator, etc.

Milestone payments only: 50% upon delivery and installation of properly configured template 25% upon set-up based on links shown on home page. Final 25% upon acceptance, testing, necessary revisions, and delivery of all files.

Provisions to terminate: If you have not delivered acceptable work product within the agreed upon timeline, buyer reserves the right to terminate project without obligation and assign to another contractor.

We are on the West Coast of the United States. Our time zone is -8 GMT. We are generally available on Google Talk 10 a.m. - 10 p.m. local time.
