Bespoke website designed / programmed to my exact requirement

I need a bespoke website designed and programmed to my exact requirement/detail. The site will enable the (User group 2) and the (User group 1) to communicate. It basically has the same model as twitter's microblogging platform. The (User group 2) can post idea's on the site, adding tags on to it. These idea's will have a cap on the amount of words you can use. This enables something like people tweeting ideas. So (User group 2), follow (User group 1) and (User group 1) follow (User group 2) etc. (User group 2) will @ his idea to a certain (User group 1) or he could, put tags on it. The (User group 2) could also, make video blogs on his idea. These video's last a maximum of 45 seconds. On the homepage, we will a meter on the amount of money invested on the site. Also, we will have, charts for the best entrepreneurs this month, and the best investors. Like the milestone feature freelancer has (number of users online, number of investments made (£), (number of user group 1/ user group 2) On the users homepage, he'll have feeds of people he follows. He will also, have feeds of idea competitions running. Etc In lehmanns terms we want to create a market place whereby (User group 2) could post their idea's (but not give them away, hence have a 140 character limit), so if (User group 1) thought the idea had potential they would select their ideas and they would qualify to the next stage, where they have a bigger character limit and will be able to upload documents/pictures to show (User group 1) their full idea. They would want to make a reality and whereby we allow the platform for (User group 1) and people with bright ideas to communicate, a market place for them. The full description of this project is confidential, and therefore we will only disclose such information to the winning freelancer. This is a very brief description, there is a lot more that we require with regards to website specifics, such as user groups, the initial idea, the function of the website etc. The freelancer must be able to program the website to our exact requirement, and be able to design it with a modern, vibrant theme and bespoke webdesign, and once everything is complete we will need to have a CMS integrated into the website for easy management of content/editting of the website itself as the owners of this website will not have a lot of knowledge about coding.
