Desktop HTML Alerts

I need an HTML based alert system for Windows (other OS's would be nice but not necessary) Basically, it would run like GTalk's GMail alert system (which I'll describe better in a minute). Some quick information:

* Allows for easily-added plugins from a website (which will basically be an RSS URL and an HTML template)

* Templates will use variables (such as %title%) that will be taken from an RSS feed

* An easy way to install it is necessary

* Javascript support in templates

* When a user is idle or logged off, new messages are paused and then displayed when the person comes back (If it's easier to manage this server side, I am skilled at PHP and can output what hasn't been seen yet in any way necessary)

* Must support password-protected feeds (such as the GMail feed)

* If more than one feed has new information, they should be stacked

* Templates need a variable for back-forward buttons if there is more than one thing (such as 4-5 new emails)

* There needs to be an option to view the 30 most recent of each plugin (such as most recent emails).

I will provide all the images, and the program itself must be visually appealing. Basically, the reason I'm asking for this is I want a Digg "clone" (using Digg's RSS feed and API) of GTalk's built in email alerts. I would ask for a Digg specific one (which if the template thing is too hard that would be fine), I figured it would be easier and less clutter on the desktop icon bar if there was one universal alert system. I'm open to suggestions, so if theres a way to make this easier I'd love to hear them. I know javascript support is probably asking a lot (depending on how hard hooking a rendering engine up to it would be). It must be usable with Digg's API- which means that people can digg articles right on the alert, which may require the alerts to just show an actual on the internet, rather than a local page.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

For desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

At least Windows XP- however the more operating systems and Windows versions, the better. Unless it will significantly cut the cost, I'd perfer a more global programing language, which wouldn't require people to install a framework first.
