Block the Internet by different time and different day

Block the Internet by different time and different day 1-2 weeks time frame to complete the project no more

i already create a batch that change the dns schedule but on network properties if the user google will find answer that just need to change the dns automatically and he/she will surf the net again

But this application must block any internet connection wired or wireless this is for control an user (family member) that just spend hours on facebook, all social medias and shopping websites

descriptions: Windows 7 desktop use LAN and USB WLAN, one user adm i dont need and wont be add a new user to use windows stupid parental control, so please avoid talk about it. also there firewall soft that do this but i dont want nothing that can get suspicious that its blocking the internet

the user as today is out state, and will came maybe late july-august, i will make think to him/her that the internet connection its lost during this hours always telling that probably isp company doing repairs,

Application needs
1 - Running on background as services or anything that you decide but that works and run hidden

2- Appears that all LAN and WLAN are working fine, so when the user check those adapters will see that is jut not internet access so he/she will not get suspicious

3-Very important part is, to get time from a accurate time server, USA eastern time, remember we need summer time and winter time, why? we cannot trust the system time and to avoid user change the time back and cheat the program
The time to allow connection will be 5.45.am every single day not matter if computer is off or on as soon program will check with the time server for those purpose
Also windows time.server.com its not accurate making summer time changes, so we need to use the most precise time server online for this

4- The time for disconnect the internet will be change by days internet go off:
Monday at 12.43 midnight
Tuesday at 12.36 am
Wednesday at 12.28 midnight
Thursday at 12.38 midnight
Friday at 1.18 am
Saturday at 1.43 am
Sunday at 12.24 midnight

5-installation folder doesnt appear in windows start program (hide it please) no name the application with a obvious name that the user will know its blocking the internet,
please avoid installation 3rd party software, least is super necessary try to use software that are not to obvious what their are for, like blocking etc

6- I dont want a program that just disable and enable LAN and WLAN i can do that with a simple bat, and that will make the user see the icon that the connection is disable then he/she will enable back, i dont want that kind of blocking or least that LAN WLNA cannot be enable from rigth click on network connection icons










7-please ask about this point if you dont understand --->>>

in case a real home work from school a disable command must need it, like,
a disable shortcut key (Shift Ctrl Alt d) will disable the program just for the time or to next blocking time

only me will call this function(Shift Ctrl Atl d) before the time of the program start blocking the internet example could be that
i run the shortcut key at 9 pm, 10 pm or 11 pm, it wont block the internet until the next period of time to block it will start working regulary means ti allow internet by day and at midnight or the time correspond to that day 1.am etc will block the internet

when using this shortcut key (Shift Ctrl Alt d) i need quick a pop up message that just show ( OK ) for 2 seconds and close it self
so i will know that i just disable the program
the main focus is to cut the user from the internet without get suspicious, not message saying internet disable nothing block that the user will find
remember google crhome firefox and some other browsers give some advice to the users how to repair connection
this has to be a work that it wont have a easy fix like those.
