Asymmetric Encryption Rijandael

I need a coder right away to develop an asymmetric encryption algorithm using the rijndael encryption algorithm built into the .NET Framework 2.0. It needs to generate public and private key pairs without using X509 certificates. I need these methods: EncryptFile EncryptStream EncryptString DecryptFile DecryptStream DecryptString Assume you do not have read/write access to the certificate store.
