Decrypt MSN messenger contacts from local hard drive

I need a program that can decrypt the files that MSN Messenger (and Windows Live Messenger) use to store the user's contact list. I am going to integrate this into a larger program written in python. I would prefer if you can write me python, but if not I will consider translating your code to python myself for a lower price.

It needs to work with the following versions of Messenger:

Windows Live Messenger 8.1

Windows Live Messenger 8.5

MSN Messenger [url removed, login to view]

The output should be Microsoft's xml file which includes in plaintext the email addresses of each contact along with any other data (like their names). I don't need you to parse the xml, just decrypt it.

The program cannot prompt the user for a password or have any UI.

For each username that has contact lists stored on the local computer, I need the decrypted contact list xml. I don't need anything else like the user's password.
