create download web site (repost)

I want to create download site, it allow developer upload the PAD information. You can base on padkit to create the download site[ [login to view URL]][1] , I want create download site style like this <[login to view URL]> , but I need use PAD sumbit software, not a manual input the software information. the requirement as following: 1. allow the people upload the PAD file and access this pad file information stored on database. 2. when people upload the pad file, the web site will send email to cofirm the pad is imported. 3. the web site allow add adversting banner. it include google adword etc 4. the web site allow delete , add, modify pad information from database. 5. the web site will display different category, e.g. DVD& video, Software Development,Audio and Music etc. like popular downlod site. 6. the web site provide search function , it allow visitors search the software. 7. allow add , modify, delete categories. 8. the web site have new release software topic, it will auto added in this topic when the new pad is uploaded. 9. the web site have featured Programs, it allow the administrator to add the software to this topic. 10.
