Certified Magento developer

We already have a Magento theme for this project. We need a developer to code the custom solution. This includes: • Ability to place orders on customer's behalf (for example phone orders). • The site to send an automated PDF Tax Invoice to the customer. • Recurring billing for products on a weekly, monthly, etc. basis. • A “Re-Order” button available for the customers so that they can simply log in and hit “re-order previous” • Very specific shipping rates by city table.
