Develop a mobile app (iOS)

We have need of an app which will interact through a web service to pull data from a collection of computers and allow a portable "map" to be created visually on the device by dragging boxes denoting computers into "teams" and each computer may be assigned to a "member" of a team. Once the map has been made, an internal questionnaire (again fed from a web service) will be delivered to the device in order for the tech to ask key questions of the "member" about their IT history etc. These questions will be fed from a selected pool of questions on the webservice but must also be available as a collection of archived questions (ie the ones not used in the primary questionnaire) so that the tech can pull them in should he need to do so. We need assistance with the web service and the design and development of the app itself. We're ready to go with this and need someone to start in the next week or two so we can get this ready by the end of the summer.
