Configure mysql, mod-perl, and wsgi on a server using Ubuntu 14.04

I need clear instructions on how to configure a web application configured to run on apache using mysql, mod-perl, and wsgi. The server is Ubuntu 14.04 and the system has previously worked. I think it just needs to have the /etc/apace2/sites-available and /etc/apace2/sites-enabled directories set up. The 000-default file that was previously used is in the attached .gz file.
The [url removed, login to view] file needs to be corrected so that:
1. All the /var/www/[url removed, login to view] links execute the perl scripts correctly
2. Be sure the data base functions by entering data and testing it
3. Add a link in the [url removed, login to view] file to call a hello world python script
I will follow your instructions using a fresh virtual machine to verify they work.
