create a simple rule emergent behavior 3d puzzle game that can run on both a website and mobile devices

I want a puzzle game created to run on a website and mobile devices. The game will consist of sessions where a description is of a final puzzle is given. The puzzle pieces will be used to create what's described. There will be different catergories of puzzle pieces with their own simple rules. Each piece will react to other pieces based on their rules. Pieces reactions to other pieces and situations can be recorded and that information can be retrieved by the player. The game needs to have different levels of difficulty. The time it takes to complete a session can be predicted. Each session must have a timer. Options must exist so that different aspects of the puzzle can be made unavailable. Examples: 1) The initial description can be partially or totally hidden 2) the necessary puzzle pieces to finish puzzle can be missing 3) Puzzle pieces reaction information may not be saved or retrieved 4) Restrictions on when and in what order pieces can be used 5) Restrictions on the time of a session. 3d models and their properties for puzzle pieces have not been determined yet.
