Hello , I understand the project description mentioned by you and though cordova is a viable solution for a cheaper alternative but the performance and smoothness wont be able to match the standard that native could. Let me tell you why :- As this project deploys REST services for each activity we are already have a slower application due to it hitting the backend for each new activity. Hence it would be a viable solution to go for the Native application development here we have the expertise to deliver both. Secondly when you are outsourcing your development project the costing we provide would be in tune to what Cordova development would cost you.
