Hi Patrick, my name is Cristian, I can make that app. And the idea is great, also can be used in different places all over the world. I work with a partner and together we can make that app and we are very interested and have full time available. About the native code or phonegap the diference is the time reaction of the app, in native code will be faster than a converter (phonegap and similar) specially when you need to interact with databases. Also will be easier to add custom buttons and functions in the future, once you have the source code you can subcontract another programmer in the future to modified sections or add new functions and will be accessible to any programmer to understand the code.
