Android 2.3.6 project

I have a simple Android 2.3.6 phone running as a simple polling client which retrieves update from the internet every 15 seconds. But from time to time, the phone needs to be restarted. I would like to have a simple background application which retrieves a url every 15 mins, say [login to view URL] If the json reply is {restart=true}, it will make the Android mobile phone restart. I will need this Android phone to have a simple option in the source code, or better if you can make a simple gui for me for the following: "Allow application to check for restart even without WiFi: Yes/No" "How often to check for restart: ___ seconds" I need the application to run in the background even if the app is not focused (i will be charging the phone constantly).
