Android Application for Video Functionality

Attached is a PDF outlining the specs for an Android app. Would like to use an Acer Iconia Tablet with Android 4.0 in a kiosk like environment. Need a simple Registration Page for the school and the student, but the primary work will be playing a video while recording a video using the camera (and then uploading this uncut recording). Wants: Extremely easy to use interface Play questions & simultaneously record HD vid & upload to server Easily updatable Paper Specification, UI Mockup Idiot Proof - As easy for kids to use as possible Needs hosting solution, maybe VPS Other Notes: Kiosk type experience w/ Registration Screen / id System Different questions for different age groups Videos pulled from specific folder on device - or pull from a remote server 30 - 120 participants per year - Program decided school district by district Would like to know your thoughts on the data housing for something like this, considering these 30 min HD files will most likely be fairly large in size.
