hello. my team has very wide experience in Magento development and upgrades. the upgrade from 1.4 to 1.9 had to be done in several steps. if you dont have initialy copy of 1.4 then the only way will be to install fresh Magento 1.9 and copy template and all needed data directly from database. can start asap.
