Anti Abuse Tools for KVM Virt

We are a VPS hosting company and we are looking to prevent abuse from the VPSes.

We are using Proxmox and KVM.

We are looking for someone to implement ready or custom tools to detect outgoing email count and active SMTP connection count per second and a way to set a limit per hour and block further emails.

We are also looking for a way to count packets per sec per each VM both incoming and outgoing and a way to set rules to suspend the VM if the limit reached.

Ideally, we would like an agent software to be installed on the physical servers which is reporting to a master application for monitoring. However, we are fine with standalone solutions that'd be installed directly on the physical servers as well.

We are also open installing tools inside the VMs if necessary. However, we would like to keep VMs untouched if possible.
