Cookie help with function

Using the cookie code here: [login to view URL] Have a function in my header where I need to: a) on page load, I need to set a cookie; b) if no cookie value exists, check, then add cookie; c) that refreshes every 30 seconds, BUT d) on page reload, it doesn't check unless the value in the cookie is 30+ seconds... The script [login to view URL] is linked to my index page. You can see my initial cookie efforts on the index page with the function get_data() (line 177), where I attempt to $.[login to view URL] and $ .cookieBind(). Not working as I need above.
