Android Application for Dimension & Field Verifying Coord's

Read the Android Specifications document for full explanation. Creation of an Android application to cleanly input user's data and automatically save it to their mobile device. Needs to be compatible with ALL Android versions from 2.1 to 4.0+ . This project must be in perfect working order and the developer must be very patient and willing to work through multiple design updates/revisions until it works. There is no rush on this project in terms of a week or less. I want this to be the best app the developer has ever made. This app has mostly already been created and the android developer will just have to review a video to see exactly how it functions. Detailed specifications including most, if not all of the graphics to be used for this application. Including icon on home screen, splash screen and detailed description of how it must operate. Milestone payments will only be provided IF developer/programmer sends working .apk of file/app even if it is not fully functioning at the time of milestone payment. Version code will need to be the standard 60 years+. Minor revisions to application must be acceptable until I say it is complete. Bonus's will only be given if application is in FULL working order AND delivered on time to proposed schedule. Programmer must understand english (preferred). I will need to receive ALL eclipse, android and apk files for stored use only as a backup.
