Based on your input and measurements provided, I would create initial drawings and send them for checkup. I think your project is interesting and it will be not problem to create fine 3D model and drawings for production. Main 3D CAD software I use is Autodesk Inventor Professional (certificated user), but I am also familiar with Solid Works and AutoCAD (2D).
