Build a web application either on ruby on rails or on PHP

Hi, I have understood your requirements. I can make this gym website.. I would like to make it custom php. I can make all section. I had developed gym website. But now the website url is changed by the owner. Where, a website on which a login/register feature will be there..once the client registers, he will get account activation link on his registered email id. Once he clicks, he can login the website and can come to his own dashboard. the registration form would contain the measurment details, address, body mass index calculator, body shape calculator...depending upon the gender..male or female.
