Build a Website

Hello everyone, i need a website script, this script has to allow users to exchange reviews to each other on iOS and Android stores, there is already a decent amount of such sites on the web, here's a list: [login to view URL] [login to view URL] [login to view URL] [login to view URL] (this is very well made) So basically the service is free, when the user signs up, can already insert his app link in the system, then, reviewing other apps he earns points, each review is one point, and each point is a review that another user will place for your app. (to prove the review and get the point, a screenshot has to be uploaded by the user). Would be cool to have the possibility to buy points(reviews). The budget is very small, so please make an offer only if you fully understand what i need, premade scripts are welcome! Even something similar that can be converted into what i need is good. I can program my self, so you can sell me the script only if you want, that's an option.
