CRM that allows qualified private property sellers to sell their property directly to the buyer

I want to build a website which is extremely simple in a appearance (similar to the front page of google or dropbox), but allows people who want to sell their realestate property directly to me to be able to submit their property's deatils and their own details, have those details entered into a database / CRM, and, if they fit my guidelines, I can be notified to contact them, and if they don't fit my guidelines, their details are still recorded into the database / CRM, but an autoresponder advises them that they or their property does not qualify for us to buy. I need to have the ability t be notified by email and / or SMS of applications submitted for consideration.
