Even if you are absolutely certain that you need OpenCMS (i.e. Java based CMS, as opposed to say Joomla, which is by some length the most popular CMS in the world) -- you should be aware that the example site you have provided hosts most of its content in non-Java CMS (looks like Joomla 1.5, which is woefully outdated). I have taught web programming at the University Politehnica of Bucharest (associate professor) for about 5 years -- as a business card :) If you require a simple CMS and web template implementation, I happen to think that your budget is a bit of an overkill. You should put aside some cash for the guy who will handle the content. Cheers!
