Create a Vector copy of this basic image - looking for long term worker for occasional design work projects

Calling all graphic designers, We are looking to continually employ an excellent designer using Freelancer for our business. We are a T-shirt printing business where turnaround time and quality of work is of highest importance. We need the image attached turning into a high quality vector. Image of the bride/groom only. We expect you to design this vector from scratch using the image as guidance. We suspect this work will take a good designer no longer than 45 minutes to complete, although we are willing to pay for the full hour. We work in Corel X6 so we would like the design to be compatible with that, should we wish to add text around the image in the future.
