if a site allows a 15k banner you could serve a 20k flash banner without causing much grief.
Also, we don't force our users to install flash, so when a user is served a flash ad and they don't have the software installed we show a simple gif alternate instead, thus an animated gif alternate must be supplied. Flash is not very adept at making small gifs of the flash animations and so it is advised that they simply make a slide show animation of the relevant images.
