From a visual sense, the Tableau dashboard is really a couple steps up from Excel and have been very happy with my conversion. I believe with my experience, I would be a great choice to complete this project. I could not find the attachment that you mentioned and have not been able to look at the data. If the data does not work the current way in Tableau I will use an add-on in Excel to re-shape the data so its perfectly compatible with Tableau.
