Im new here so I can do cheaper then others. But this doesnt meen bad - only perfect. You want to use expensive XBEE, but im not sure you rly need it. There are so many other ways to comunicate. At the end there are much more cheaper bluetooth modules sinse I dont think you need huge speed with only 4 sensors. Same with controller - we can try to find smaller and cheaper. Everything depends on what will it do. I can design pcb, order pcb's production and other needed components, assemble. Can do prototype before ordering pcb's.

Its simple one to design in EAGLE. Will do it in a day or two but you will be charged for fixed 4 hours @ 20/hr basis. Will do all the routing manually for best performance.
