Coding/small web design

OK, i recently have had 2 coders mess me around and have lost around 3months waiting around for them. I will not accept ne-one without good feedback. The site should be similar to [login to view URL] The site has to have the ability to; create a new account (members area) upload images and videos to account, admin has to verify images when uploaded before become available to public; Ability to select 4 main images to go in their public gallery. If the user uploads a certain amount of videos and pictures they will be priced to the public at different rates. i.e. up to 10 pics or 1 video £3, anything more or 2+ videos £5. These pricing methods will be discussed when project is awarded Other users will be able to buy these pictures and download them only once. Once users have downloaded the persons images they can leave a comment whuich will appear on the users public profile. The idea is that the user will be able to make money from having these pictures and videos downloaded. They will get 20% of the revenue via post. SO, i would like to show how much this user has earned in total. i.e. 20% of total downloaded funds. This will appear on their public profile. Please Make an account on the demo site, it is free, and you wont get MAIL from them and you will see all the functions i want. Backend - As admin i would like to able to delete accounts and certain images/ videos. PAYMENT module - i want a payment module the same as paypal ticket system on [login to view URL] They use a paypal ticket system, whereby to buy a users gallerys you pay via payal and then you get a ticket. This ticket is valid only for a certain time, eg 1 hour, so within this time the user must download all the images and videos. my site is [login to view URL], the design on there you can use and expand or simply create a new design. I need this project soon. i.e. within 1 week I will pay £140 which is $250, no more. I will not pay in advance. Escrow accounts can be used.
