I don't know the exact details of what you need. There are multiple 3rd party solutions for hotspots. Some are software solutions that you can run on your machine but the best ones are hardware solutions. I do not recommend to build another custom software for a hotspot solution. I am a Mikrotik hotspot expert and I can setup and customize a hotspot solution that best fits you. If you don't have special requirements not natively supported by Mikrotik, I would charge $100 for the project. You can find Mikrotik routers for this task around $50, so the total amount could be $150 for the complete solution. If you prefer, I could also do it by 3rd party software running in a PC, but I do not recommend it. You would be surprised of what a Mikrotik hotspot solution can offer you... not only MB usage an Timer, but a lot more.o proveídaha sido proveída
