Hi, I think I am perfect for your project. I did a number plate recognition before. I can show you my demo right now if you want. Traditionally, there two steps in number plate recognition: Step 1: number plate localization. In this step, the position of number plate is detected. Usually, there are two different methods for number plate localization. The first one is morphological operation based localization technique and the second one is machine learning based localization technique. Step 2: number plate recognition. Once the position is detected, we use OCR to recognize characters on the number plate. There are also two methods for number plate recognition. The first one is template matching based algorithm and the second one is the machine learning based algorithm. I can design any algorithms for your number plate recognition project as you request. Also, if you want to have a high performance number plate recognition algorithm, we can try the IR images which are perfect for number plate recognition.
