Convert a CPE/COV (Micosoft Fax Cover Page) file to a TIF image file

I would like a small API written that will take a CPE/COV file and replaced the corresponding fields with data provided in a structure and create a TIF image of the cover page created. Source code should 1. Be written in C/C++ compatible with Windows XP or higher OS 2. Replace the fields found in the cover page souce file with the corresponding data specified in a structure like, FAX_COVERPAGE_INFO. Basically like a mail merge. 3. Specify the output directory 4. Specify the name of the TIF image created.
