Creating a Hotel blacklist

I am a motel owner. I want a to make a website that me and other business owners can use to track bad customers. This website should be relatively simple. It should have a login and password. And ability for other users to create a login and password after i confirm they own a motel too. Inside the website there it will store customer information about guests who have been bad or damaged room. So three pieces of data are stored. Their liscense, name and comment box that allows the motel owner to write what the customer did to room. Website should be able to work on macs and pc. Internet explorer, firefox and safari.
