audio tracks. selective cut-off editing

we have a 7 audio track's, duration of each track is approximately of 90 minutes with voice dialogs, and deferent sound around voice. sound between voice must be transform to silence, and then cut-off. distance between two nearest voice fragment must be a not less than 2 second. but not more than 3 sec. duration of audio track after editing will be 30-40 minutes.
