Admin Interface Needed to Create DB Driven Imagemaps of virtual floorplans

I am in need of an admin interface to develop online imagemaps of interactive floorplans for our virtual tours. A sample tour can be viewed at: [login to view URL] The current ASP page is manually coded to create the image map for the floorplan to sync up with the database images loaded through an existing admin interface. We need a new/seperate interface to manage/control the icons/hotspots for the floorplans that would become the interface you see in the example given. I am not sure if this requires a Flash-based admin interface for creating the imagemap, and/or front-end page for the final tour interface, or if it can be done through ASP and to create an XML page. This is what I need the experts to tell me. Please help. If it needs to be done in Flash I would prefer this rather than a Java-based applet.
