Convert PSD to DotNetNuke Skin

We are looking for someone to convert a graphic design from PSD to a DotNetNuke Skin in "pure" HTML and Cascading Style Sheets. The design consists of two page types: the homepage and a subpage.
The winning bidder needs to possess the following:
-Good English and communication skills
-Reliable
-Good time management skills
-Very familiar with DotNetNuke, CSS and HTML
-Convert designs usings DIVs and not tables
-Friendly
-Responsive
The project needs to be complete within 3 working days of receiving the graphic design (PSD format). The budget we have for this project is $300.
