i have my ampps installed an app which need to be accessed by local network

I need my website re-configured.I need you to build it. basically its a peer 2 peer donating platform..its a 3x7 mattrix..all the major work is done just a little work pending i want to continue it as my previous developer is no more in earth..

I research a serious php and database expert to modify a wordpress and a plugin project or make scrach with Laravel, moodle or Suitecrm. Please answer only if you are expert programmer and send your portfollio (complex projects, no simple website).
